# What Construction Cost Per Square Foot Data Really Shows

Cost per square foot is a published median or average for new homes, not a price for your house. The 2024 NAHB figure for custom homes is $166 per square foot, excluding land. It does not include Tampa lot or flood factors. Use it to check scale, then compare real quotes line by line.

Updated October 29, 20268 min read7 sources

## A figure is a median

Half of builders reported more than the published number and half reported less. It describes a group, not your lot.

## Land is not included

The 2024 NAHB custom home figure excludes the lot. Land, design, financing and landscaping sit outside it.

## No Tampa luxury number

No source we opened publishes a Tampa luxury cost per square foot, so this guide does not invent one.

## Compare scope, not totals

Two quotes only compare when they cover the same plans, allowances and site work.

## What does “cost per square foot” include?

It includes only what the survey says it includes, and that is narrower than most people expect. The most quoted number for custom homes comes from the NAHB analysis of the Census Bureau Survey of Construction. For custom homes, it measures the contract price of the house. It leaves out the land.

NAHB explains the reason. Custom homes are built on the owner’s land, so the contract price does not include the value of an improved lot. The analysis also removes lot development cost from spec home prices, so the two groups can be compared.

The square footage side has a rule too. The survey counts all completely finished floor space, including finished basements and attics. It does not count a garage, carport, porch, unfinished attic or utility room.

Three things follow from this:

- A garage, a covered lanai and an outdoor kitchen add cost but may add no counted square feet.
- Land, design fees, financing and furnishings are not in the custom home figure.
- A small, complex house can cost more per square foot than a large, simple one.

Treat cost per square foot as a ruler for scale. It is not a price tag. For the full picture of what sits outside the build price, read the [cost to build a custom home in Tampa](https://build813.multisites.ai/cost-to-build-custom-home-tampa) guide.

## What do the national figures show?

The 2024 median for a custom, contractor-built single-family home is $166 per square foot of floor space, excluding land. That figure comes from NAHB analysis of Census data. These are published averages, not a Halo Homes quote.

The table lists the numbers that matter most and says what each one measures.

Sources: NAHB Eye on Housing (October 2025), NAHB Cost of Constructing a Home in 2024 (January 2025), and the Census Bureau 2025 Characteristics of New Housing highlights. All dollar figures are national or regional published figures.

Notice that two numbers are close to $162. They are not the same thing. The $162 in the median row is the 2023 custom median. The $162 in the survey row is a 2024 average that NAHB computed from a small builder survey. NAHB says that survey can differ significantly from Census averages and that users should be cautious when comparing years.

The medians also have a limit. Half of builders reported more and half reported less. A median says nothing about the top of the market.

## What does the South Atlantic division show?

The South Atlantic custom home median for 2024 is $155 per square foot, below the national $166. The Census Bureau places Florida in the South Atlantic division, which also holds several other states. The figure blends all of them.

NAHB’s author addressed this limit in a reply to a reader on the same page. The data comes from builders in each region, there is no state-level breakdown, and it includes lower cost markets that pull the average down from higher cost metros. The author advised against using it to compare with state or metro averages for an individual market.

That warning applies to Tampa. A division median is a wide net. It cannot tell you what a waterfront lot in a flood zone adds, or what a home with custom millwork and a pool costs.

The same analysis gives useful context on why regions differ. NAHB points to building codes, zoning and regulatory costs, and to home features such as basements, which are less common in the South. Both are reasons to read regional numbers as direction, not as a forecast.

## What is the median size of a new home?

The Census Bureau reports a median size of 2,142 square feet for single-family homes completed in 2025. That count covered 1,005,000 homes. For new single-family homes sold in 2025, the median size was 2,194 square feet.

Here is a simple arithmetic check using those published numbers. It is not an estimate for any Tampa home.

Published inputs

Result

2,142 sq ft times $166 (national custom median)

$355,572

2,142 sq ft times $155 (South Atlantic custom median)

$332,010

The result is only the product of two medians. The 2,142 square foot size describes homes completed across the country. The $166 and $155 figures describe contract prices for homes started in 2024. The two figures come from different years and different samples. Do not read the result as a budget.

Larger homes with more custom features do not follow the median. The point of the check is to show how fast a per-foot figure turns into a total, and how wide the range of “typical” is.

The NAHB survey also shows where the money goes inside a typical build. The shares below are from its 2024 national results. They are averages from usable responses by 41 builders, and NAHB warns that the survey is not designed to represent the average home built in a given year.

Construction stage

Share of construction cost

Interior finishes

24.1%

Major systems rough-ins (plumbing, electrical, HVAC)

19.2%

Framing

16.6%

Exterior finishes

13.4%

Foundations

10.5%

Site work (permit fees, impact fees, water and sewer fees, architecture and engineering)

7.6%

Final steps (landscaping, outdoor structures, driveway, clean up)

6.5%

Other

2.1%

NAHB also breaks down the full sales price of a typical home. On average, construction was 64.4% of the sales price, finished lot cost 13.7%, overhead and general expenses 5.7%, and pre-tax profit 11.0%. Those shares show why a construction-only per-foot figure is smaller than what a buyer of a finished house pays.

## Why are Tampa luxury costs not in these numbers?

Because no published source we opened reports a Tampa luxury cost per square foot. We looked at official and industry sources for this guide. We found national and divisional medians. We did not find a trustworthy Tampa luxury figure, so we do not publish one.

Several features of the data explain the gap:

- **Divisions are wide.** The South Atlantic number blends many metros and many price levels.
- **Medians flatten the top.** Luxury homes sit above the middle of any distribution.
- **Land is excluded.** In Tampa, the lot is often a large part of a project.
- **The data covers contract prices of typical homes.** It does not track finish level, a custom plan or a difficult site.

A builder cannot honestly quote your cost from a national table, and neither can we. Halo Homes designs and builds luxury and custom homes in Tampa Bay and the surrounding regions, and any number for your home comes from your plans, your lot and a written scope. If you want a number for a specific lot, [contact Halo Homes](https://build813.multisites.ai/contact) and describe the site.

## What Tampa site factors add cost?

Site factors can add cost that never shows up in a per-foot figure. This guide lists the factors, not dollar amounts, because no source we opened prices them for Tampa.

- **Elevation and flood rules.** Building in a FEMA special flood hazard area means the City of Tampa permit application needs an elevation certificate. The base flood elevation sets how high the lowest floor must be. Raising a house costs more than building at grade. Read the [elevation certificate guide](https://build813.multisites.ai/guides/elevation-certificates-new-construction-tampa) and the base flood elevation guide before you set a budget.
- **Demolition and clearing.** If the lot holds an old house, taking it down is a separate piece of work. The teardown and rebuild guide lists what to check.
- **Seawalls on waterfront lots.** A seawall can need repair or replacement. Ask for an inspection before you buy.
- **Soils and foundations.** Hillsborough County notes that a geotechnical report from a Florida registered engineer may be required in some flood areas. That page covers county permits, not City of Tampa permits.
- **Trees.** Protected trees can limit where a house sits and how a driveway runs.
- **Hurricane products.** Windows, doors and roof systems need Florida product approvals on the plans. See the Florida Building Code guide.

Each of these can move a quote by a large amount in either direction. That is why a lot-specific review matters more than any table.

## How do I compare two quotes?

Compare scope first and totals last. Two quotes with different totals may describe two different houses.

Ask both builders to answer the same questions in writing:

1. **Which plans does the quote cover?** A quote built on a sketch is not comparable to one built on permit-ready drawings.
2. **What is the contract type?** A [fixed-price contract](https://build813.multisites.ai/glossary/fixed-price-contract) sets one total for a defined scope. A [cost-plus contract](https://build813.multisites.ai/glossary/cost-plus-contract) bills actual costs plus a fee, so the final total can move.
3. **What are the allowances?** An [allowance](https://build813.multisites.ai/glossary/allowance) is a budget line for a finish you have not chosen yet. A low allowance makes a quote look cheaper and often leads to overruns later.
4. **How are changes priced?** A [change order](https://build813.multisites.ai/glossary/change-order) is a written change to scope and price. Ask how each builder prices and approves them.
5. **What is excluded?** Look for landscaping, fencing, pool, outdoor kitchen, furniture, window treatments, permits, impact fees and site work.
6. **What does the site work include?** Clearing, fill, elevation, drainage, utilities and tree protection can each be in or out.
7. **Who handles design?** Some projects use a design-build team that handles design and construction under one contract. Others separate the two.

Put the answers in a simple table with one column per builder. Gaps become obvious. Then check each builder’s license on the state lookup, as described in the [guide to hiring a licensed contractor in Florida](https://build813.multisites.ai/guides/hire-a-licensed-contractor-florida). If you plan to finance the build, the [construction loan guide](https://build813.multisites.ai/guides/construction-loans-for-custom-homes) explains how funds are released as work progresses.

The goal is not the lowest number. The goal is a number you can trace to a written scope, so that month nine of construction holds no surprises.

## What is the next step?

Bring your lot, your plans or even a sketch, and talk to a builder before you settle on a budget. ## Frequently asked questions

### What is the average cost per square foot to build a custom home?

For 2024, NAHB analysis of Census data puts the median contract price of a custom, contractor-built home at $166 per square foot, excluding land. This is a national median, not a Tampa luxury figure and not a Halo Homes quote. Your lot, plans and finishes decide your own number.

### Does cost per square foot include land?

No. NAHB states that contract prices of custom homes do not include the value of an improved lot, because these homes are built on the owner's land. Land, and often design, financing and landscaping, are separate from the per square foot figure.

### Why do custom home quotes vary so much?

Quotes differ because scope differs. The plans, allowances for finishes, site work, flood elevation and what each quote leaves out can all change the total. A lower number often covers less. Compare line by line before you compare totals.

### Is there a cost per square foot for luxury homes in Tampa?

We did not find one in an official or industry source we could open. National and regional medians exist, but they mix many price levels and exclude land. Treat any single Tampa luxury number you see with caution until you can read how it was built.

### How large is a typical new home?

The Census Bureau reports a median size of 2,142 square feet for the 1,005,000 single-family homes completed in 2025. NAHB's smaller 2024 builder survey shows an average finished area of 2,647 square feet. The two numbers differ because the surveys differ.
