# How to choose a luxury custom home builder in Tampa Bay

A luxury custom home is designed for one owner and built on that owner's lot to a high level of finish. No law defines luxury, so judge a builder by three things: who owns the design, what the Florida license covers, and what the contract fixes in writing before work starts.

Updated October 29, 20266 min read6 sources

## Luxury has no legal test

The word describes design, materials and service. Custom is the exact term: a home built on the owner's land to the owner's design.

## Check the license

Florida separates certified and registered contractors, and residential, building and general categories. Look up the license before you sign.

## Know the 10 percent rule

Florida law sets permit and start deadlines when a contractor takes more than 10 percent of the price up front on residential work.

## Ask what Halo publishes

Halo Homes publishes three services and a three-step process. It does not publish prices, timelines or a neighborhood list, so ask.

## What makes a home a luxury custom home?

A luxury custom home is a home designed for one owner and built on that owner’s land to a high level of finish. No law or building code defines “luxury.” The word describes design, materials and service. “Custom” is the more exact term.

NAHB, the national home builders association, explains custom homes this way. Their contract prices leave out lot value, “as these homes are built on the owner’s land (with either the owner or a contractor acting as a general contractor).” The Census Bureau tracks the same group as contractor-built homes. It counted 131,000 contractor-built single-family starts in the United States in 2025.

Use three tests when a builder says “luxury”:

- **Design:** Is the plan drawn for you and your lot, or chosen from a catalog?
- **Land:** Does the builder work on a lot you own or plan to buy?
- **Change:** What can you still change after the contract is signed?

The answers matter more than the label.

A luxury label also tells you little about process. Two builders can both say “luxury” and run very different projects. One may hand you a finished plan and a fixed menu of finishes. Another may work with you from the first sketch. Ask to see how each one handles the first three months, because that stage sets the budget and the design for everything after it.

## How is a custom home different from a semi-custom or spec home?

A custom home starts from a blank page, a semi-custom home starts from existing plans, and a [spec home](https://build813.multisites.ai/glossary/spec-home) is built before a buyer exists. These three terms are common in the trade. None has a legal definition, so ask each builder to put its meaning in writing.

Spec

This table describes common use, not Halo’s practice. Halo Homes does not publish how it classes its work, so ask it directly.

Spec and custom homes also differ in what a buyer pays for. A spec price usually bundles the lot, the house and the builder’s margin. A custom contract covers construction on land you already hold. Compare them only after you add land and fees to the custom side. The [cost guide](https://build813.multisites.ai/cost-to-build-custom-home-tampa) shows how.

Timing also differs. A spec home may be nearly done when you meet the builder. A custom home starts with design, then permits, then construction. This page gives no schedule for any builder, because no official source publishes one for Tampa. Ask each builder for a written schedule with the steps that depend on the City, such as plan review and inspections.

## Does a custom home builder differ from a general contractor?

Yes. “Custom home builder” describes how a company works. “General contractor” is a Florida license category. A builder can hold a general license, or a narrower one, and the difference affects what it can legally build.

The Department of Business and Professional Regulation (DBPR) sets the categories. It splits contractors into two groups:

- **Certified:** licensed by the State and allowed to work anywhere in Florida.
- **Registered:** licensed locally, and they “may contract only in such jurisdictions.”

It also lists residential, building and general categories. A general contractor’s services are unlimited as to the type of work. A residential contractor is limited to one-, two- and three-family residences of not more than two stories. A home taller than two stories falls outside that category.

Check any license with the DBPR before you sign. Our [guide to hiring a licensed contractor in Florida](https://build813.multisites.ai/guides/hire-a-licensed-contractor-florida) lists the steps.

Halo Homes does not publish a license number on its site. Ask for it, and ask which category it covers. A company that builds luxury homes should answer in one sentence and should give you the number in writing.

## What does Halo Homes build?

Halo Homes publishes three services and a three-step process. This is everything the company states publicly about its work, and this page adds nothing beyond it.

The services are:

- [Luxury home construction](https://build813.multisites.ai/services/luxury-home-construction)
- Custom home construction
- Renovation and remodeling

The process has three steps: Visualize, Design and Build. [Design-build](https://build813.multisites.ai/glossary/design-build) means one company handles design and construction. DBIA says that setup lets design and construction “happen concurrently.” Halo describes its own work as Visualize, Design, Build. Read the [full process](https://build813.multisites.ai/design-build-process) and decide whether it fits your project.

Owner Jamie Garrison states the company’s view in one published line: “We do more than construct houses. We visualize and define a lifestyle and meticulously craft each home to reflect this vision.”

You can see six projects in the [portfolio](https://build813.multisites.ai/portfolio): Ladoga, Sunset, Chapin, Leona, Watrous and Dundee. Halo publishes photos only. It does not publish sizes, prices or dates for them.

## How do modern and traditional designs fit Tampa Bay sites?

Both styles can fit. The site decides more than the style does. Flood zone, zoning and wind rules apply to every design, modern or traditional.

Three site checks come first:

1. **Flood zone.** In a FEMA special flood hazard area, the City of Tampa says you must provide an elevation certificate with your permit application. The flood zone guide explains the term and the steps.
2. **Zoning.** Each district sets lot size, yard and height rules. The South Tampa guide shows sample numbers.
3. **Wind.** The Florida Building Code governs wind design. See the hurricane guide.

A few facts from the City show why the site matters. Tampa says that if improvements or repairs exceed 50 percent of a home’s value in an A or V flood zone, the house must be brought up to current code, including elevation above the base flood elevation. The City also says homeowner’s insurance policies usually do not cover flood damage. A design that ignores these facts can cost more later.

Style comes after those checks. Halo’s site speaks of “modern living” and “contemporary” design. It does not publish a style list. Look at the portfolio photos, then ask the team how it would adapt a plan to your lot.

## Which neighborhoods does Halo Homes build in?

Halo Homes says it builds in “the Tampa Bay area, along with the surrounding regions.” It does not list neighborhoods on its site, and this page does not name any.

That gap is easy to close. Ask the team which areas it has worked in and whether your lot fits. To check a place before you call, read the City’s own records on our [neighborhoods page](https://build813.multisites.ai/neighborhoods). Those pages describe records and rules. They do not say where Halo has built.

## What should I ask a luxury builder before I sign?

Ask for the license, the written scope, and the payment terms. Then ask what happens when the plan changes.

Use this list:

- **License.** Which Florida license, and which category? Verify it with the DBPR.
- **Payment.** Florida law covers large first payments. If a contractor takes more than 10 percent of the price up front on residential work, it must apply for permits within 30 days and start work within 90 days after permits issue, unless an exception or written agreement applies. Read the statute for the exceptions.
- **Pricing method.** Is the contract a [fixed-price contract](https://build813.multisites.ai/glossary/fixed-price-contract) or a cost-plus contract?
- **Allowances.** Which items carry an allowance, and how much?
- **Changes.** How does the builder price a change order?
- **Permits.** Who applies for the building permit?
- **Payment schedule.** How do draws match finished work?

Get the same answers in writing from two or three builders and compare them line by line. Bring the same plan or the same written brief to each one. If the briefs differ, the quotes will differ, and you will not know why.

Also ask who your daily contact is. Ask how often you will see a progress report. Ask how the builder handles a trade partner who misses a date. These answers show how the company works when something goes wrong, which is when a contract matters most. If you want to start with Halo, [contact the team](https://build813.multisites.ai/contact) and bring this list.

## Frequently asked questions

### What is the difference between a custom home builder and a general contractor?

Florida licenses contractors in categories. The State describes a general contractor as one whose services are unlimited as to the type of work. A custom home builder is a business model, not a license. Ask which license the company holds and what it covers.

### What is the difference between custom and semi-custom?

A custom home starts from your design and your lot. A semi-custom home starts from a builder's existing plans and lets you change parts of them. Both terms are common in the trade but have no legal definition, so ask the builder to list what you can change.

### What is design-build?

Design-build puts design and construction under one company. The Design-Build Institute of America says design and construction can happen concurrently because both teams sit in the same organization. Halo Homes describes its process as Visualize, Design, Build.

### Are there new homes in Tampa with character, not cookie-cutter?

Yes. A custom home is drawn for one owner and one lot, so it does not repeat a catalog plan. Ask any builder to show finished projects, then judge whether the designs differ from one another.

### Is it still smart to build a luxury home in Tampa Bay?

No page can forecast that. Use a checklist: confirm the lot's flood zone and zoning, compare written scopes from two or three builders, and price the whole project, not only construction. Then decide with your own budget and timeline.
