Freeboard
Freeboard is extra height added above the base flood elevation as a margin of safety for the lowest floor of a building.
FEMA calls freeboard a factor of safety, usually counted in feet above a flood level. It covers unknowns such as wave action and runoff from nearby development. FEMA also says freeboard results in significantly lower flood insurance rates.
Freeboard sits on top of the base flood elevation. Together they set the design flood elevation. The required amount depends on the local code, so ask the City of Tampa or Hillsborough County for the current figure. Our flood zone guide explains what to ask.
