Private provider
A private provider is a licensed professional that a property owner hires under Florida law to review plans or perform inspections in place of the local building department.
A private provider is an option, not a requirement. The owner pays the provider directly instead of the local office. The provider must hold a specific Florida license.
Florida law defines a private provider as a person licensed as a building code administrator, an engineer or an architect. The City of Tampa says the provider may only review a project for compliance with the Florida Building Code. It also says that using one may not make the process faster. The result still feeds the building permit. See building on your lot in Tampa for how permits fit the schedule.
